The boy had many nicknames: “Noe” to classmates. “Tips Lamont” — after his California hometown — and “Finesse Kid” to Facebook friends.

He was “goofy,” a peer said. A fan of the San Francisco 49ers who “loved to share laughs with others,” remembered another.

Around 1 a.m. on January 28, 2019, Thomas Noe Romero, 17, was driving around Lamont, California, when he was hit by multiple gunshots. After his car crashed into a fire hydrant, which flooded nearby streets, police pronounced him dead at the scene.
