He wanted to change his city

For three years, he had been a youth organizer at Community Of Partnership For Families, an organization dedicated to breaking families out of poverty. He led youth groups, volunteered at holiday community events and won a scholarship of $10,000 toward his education at the local Delta College. 

The previous year, he had attended a public youth leadership meeting to improve his community of South Stockton, California. On his motivation to change the city, he had said, “You come out here, it’s like, ‘This just looks ugly.’”

On Colfax Court in South Stockton, 18-year-old Javier Anthony Garcia was shot on April 17, 2018, in broad daylight.
