He shared an incredibly close bond with his sister, especially after their father passed away.

He worked hard and had ambitions for the future. School was on his radar, his sister said, and he was proud of himself for buying his first car. His older sister recalled how happy he was: “He was finally starting to feel like he could do [something] with his life.”

Jared “Skinny” P. Vance, 18, was found shot dead inside a car at 2:43 a.m. on Aug. 30, 2018, on State Street in East St. Louis, Illinois.
